The Impact of Information Technologies on Institutional Communication and the Modernization of Public Administration
Abstract
This study examines the impact of information technologies on institutional communication and the modernization of public administration. Drawing upon socio-technical systems theory, the Technology Acceptance Model, and network society theory, the research analyzes how digital tools reshape administrative processes, communication flows, and institutional efficiency. Employing a mixed-methods research design that integrates quantitative survey data with qualitative insights, the study evaluates the relationship between technological adoption, communication effectiveness, and modernization outcomes. The findings indicate that information technologies significantly enhance institutional communication, contribute to administrative transparency, and support modernization efforts. However, the transformative impact depends on organizational culture, leadership capacity, and digital competencies. The study offers theoretical contributions to the understanding of digital transformation in public administration and provides practical recommendations for sustainable institutional modernization.
